Replace the use of Henry Spencer's regex library with PCRE at the build
level and enable wxUSE_PCRE in wxRegEx code to switch to PCRE-based
implementation there.
Note that this has to be done unconditionally because there is no simple
way to select between the previously used regex library and PCRE at the
makefiles level.
We could still keep the possibility to use the system regex library
under Unix, but this doesn't seem to be worth doing, as we don't support
Unicode REs properly when using it (and never did), so drop support for
this too.
Since OS X 10.12 it has been named macOS so it makes sense
to reference it in documentation as such, even when it
sometimes refers to older versions which were called (Mac) OS X.
This is more user-friendly than GitHub links with their tons of files.
Also use the recently added #vX.Y.Z_msw anchor to link directly to MSW
binaries downloads from the corresponding file.

Done by running misc/scripts/inc_release, manually updating version.bkl,
rebaking and rerunning autoconf.
Also a header for the next version to the change log.
Add CMake-based build system.
Merge the original branch without any changes except for resolving the
conflict due to moving the contents of .travis.yml to a separate file by
propagating the changes done in this file since then to the new script
and rerunning ./build/update-setup-h and ./build/cmake/update_files.py
to update the file lists changed in the meanwhile.

Update misc/scripts/inc_release script: remove non-existent any more files and
update the version in the MSVS 200x project files not generated by bakefile
any more and MSVS 201x project files which were not previously taken into
account.
Run it and rebake.
Cocoa has been the default toolkit in wxWidgets for a long time. There is really no good reason to use Carbon in 2016 and this removes a lot of unused and unmaintained code.
This merges in the latest sources from GSoC 2014 wxQt project with just a few
minor corrections, mostly undoing wrong changes to common files in that branch
(results of a previous bad merge?) and getting rid of whitespace-only changes.
Also remove debug logging from wxGrid.

Mentioned more files in tn0011.txt that need version updating, and made it more clear which ones need to be changed manually. Modified inc_release to update docs/readme.txt and changed the version references in the readme.txt to 2.9.3. Also changed two references to the month of release from July to December.
