.NET: use macOS 10.15 as a target instead of 10.13
...
macOS 10.15 has reached EOL, and doesn't even get security
fixes from Apple any more. So, hopefully .NET will soon remove
support for it as well.

same thing but call it memset_explicit() instead. Go figure.
