Fix the bug introduced in ec0734f96f (Install DLLs in bindir, not
libdir, when using MSW toolchains, 2021-01-09): the directory where the
DLLs were installed wasn't created any more, resulting in errors if it
didn't exist.
Update to latest bakefile version adding the missing mkdir command to
fix this and also use a released bakefile version for the wx makefiles.
Regenerate configure to match the new version.

SetIncrement() was already available in wxSpinCtrlDouble and GTK version
of wxSpinCtrl, now implement support for it in wxMSW and wxOSX as well.
In fact, in wxMSW, implement it at wxSpinButton level, so that both this
class and wxSpinCtrl inheriting from it (in wxMSW only) support setting
custom increment now.
Also add support for it to XRC, show it in the sample and add a unit
test verifying that it works.
Closes#2597.
The year is now included in the copyright string used in the makefiles
and so they need to be regenerated every time the year changes (which
happens surprisingly frequently).
It would be better to define a single variable with the year number to
avoid having to do this in the future.
Using a const char* and a wxString in the two branches of the ternary
operator resulted in compile-time errors since the result type of the
conditional expression was ambiguous, so add explicit conversions to fix
it.

These functions allow avoiding using wxImageList explicitly in a couple
of places.
No real changes, this just prepares for adding new API not based on
wxImageList.
Take wxBitmapBundle in wxButton::SetBitmapLabel() and related functions
in order to be able to associate several bitmaps to be used in different
resolutions with the button, instead of just a single bitmap.
For some reason, we used "vc_x64_lib" as the output directory for the
libraries, but "vc_mswu_x64" as the output directory for the samples.
Place the arch suffix, i.e. "_x64" part, always after the compiler
prefix (possibly including version), for consistency with both the
library output directories and with MSBuild project files, as
build/msw/wx_setup.props uses $(wxCompilerPrefix)$(wxArchSuffix)_...
as wxIntRootDir value.
Simply remove the not existent any longer shared-ld-sh from clean
targets in all makefile.
This should have been done in e663d9af2b (Stop using shared-ld wrapper
script under Mac, 2021-07-06).
Fix the state of the check/radio items in the menu by updating the
template used by macOS to create the actual menu after showing it and
possibly changing the items state.
This is not ideal because changing the state from the program, e.g.
using wxMenuItem::Check(), still doesn't work correctly, i.e. isn't
reflected in the menu when it's shown, but better than nothing until a
better solution (which ideally would update the menu just before showing
it, but it's not clear how exactly can we do it, knowing that we don't
get wxEVT_MENU_OPEN for this menu neither) can be found.
This allows to customize the string shown when there is no valid date
under MSW (only, for now) and can be notably used to suppress the
unused date completely, which can be useful to lighten up the display
when there are many controls.
Add UI elements to the widgets sample allowing to test the new function.
DatePickerWidgetsPage::OnDateChanged() must check whether the wxDateTime
value received from the control or event is valid before formatting it,
as this may not be the case when wxDP_ALLOWNONE is on, and trying to
format an invalid date results in assertion failures (and random junk in
the output).
All still supported versions of MinGW/Cygwin provide w32api.h file, so
there is no need to test for it.
This allows to simplify the code, but also remove the definition of
HAVE_W32API_H from bake- and makefiles and this, in turn, allows to get
rid of extra flags in MinGW format entirely, as we don't support gcc
2.95 for which they were originally needed neither.
Commit 952e5f3 introduced logging wxEVT_SLIDER events in addition to
scrolling events but the event count was incorrect as the wxEVT_SLIDER
handler and scrolling events handler kept their own event count.
Fix this by using a static member variable shared by both event handlers.
Don't send the event when it's redundant, i.e. doesn't really notify
about the change in the slider value.
Also add a test case for wxEVT_SLIDER and show these events in the
widgets sample.

Do not reset the path in wxDirCtrl when changing its flags.
Resetting the path to the default view where no files are shown may make
showing off some flags more difficult.
wxFC_SAVE cannot be used with wxFC_MULTIPLE so prevent the user
from setting this flag combination.
Also rename the event handler for switching between Open and Save
modes to indicate what it does.
Always set the LB_USETABSTOPS style flag to achieve behaviour more
compatible with other platforms and expand TABs to align them at tab
stops positioned at every 8 characters.
Also add MSW-specific MSWSetTabStops() method allowing to customize tab
stops.
Update the documentation and the sample to demonstrate using TABs.
