This file was added in 4d524cdd0e a long
time ago but doesn't seem to have been ever actually used for anything
and is outdated, e.g. contains LSRequiresCarbon=true, which shouldn't be
used any longer.
Remove the file itself and all references to it.
Windows CE doesn't seem to be supported by Microsoft any longer. Last CE
release was in early 2013 and the PocketPC and Smartphone targets supported by
wxWidgets are long gone.
The build files where already removed in an earlier cleanup this commit
removes all files, every #ifdef and all documentation regarding the Windows CE
support.

This port is not used and is not being worked on, so remove it to reduce the
amount of the code which needs to be updated for every global change.
Also remove tests for VisualAge compiler which isn't used since ages.

All Debian-based distributions use their own files for creating their
packages, so get rid of our own "debian" subdirectory to avoid confusing
people and to not have to maintain them any more.

They were not really used for anything but still had to be updated and
maintained.
Get rid of them as all RPM-based distributions use their own spec files
anyhow.

Debian distribution target uses GNU make extensions to make syntax which makes
the entire makefile impossible to use with other make versions, e.g. Solaris
make.
Fix this by prepending IF_GNU_MAKE to all Debian-specific lines, there should
be never any need to use them with non-GNU make.

We need some hacks for the older systems before including this header, extract
them from src/x11/utilsx.cpp into a new private header to be able to reuse it
from wxGTK in the next commit.

The company behind MGL toolkit (SciTech) doesn't exist since several years and
this port is not used by anybody, so remove it to ease maintenance burden.

The platform targeted by this port doesn't exist any more and the port never
achieved really working state so remove the code to avoid having to maintain

Add wx/persist headers to the list of files used by "make dist" and remove the
message catalogs which shouldn't be part of the source distribution.

Some samples are by definition Windows-only so they don't have Makefile.in
files for Unix at all, skip them when creating the Unix distribution to avoid
errors due to attempts to copy non-existent files.
