The wxrc program does not depend on the GUI libraries, but only on
the base and XML libraries, so make it possible to build it in non-GUI
builds too.

Change "make install" to install catalog files with version suffix and
modify the sources to look for suffixed catalog first, while still
falling back to just the base name if the variant with the version is
not found, because the message catalogs are copied manually in practice
under MSW/macOS systems and so won't have the version suffix there.
This allows to make message catalogs installed by different
wxWidgets versions to coexist on the same system, see

As shown by the fact that no other platform-specific translations were
ever added since the initial version of locale/msw/it.po added way back
in 4d931bcca0 (Translate '&Help' to '&' for italian Windows only,
2005-08-12), this is not especially useful, so just handle this
particular case specially in wxGetStockLabel() and remove support for
platform-specific translations.
This allows to simplify the makefiles and the catalog loading code as
there is no need to deal with the files in subdirectories any more.
Simplify things by putting setup.h files themselves under version
control and getting rid of setup0.h ones.
The initial motivation for using separate setup0.h files was to allow
having local changes to setup.h, but with Git there is a simple way to
do it by using "git update-index --skip-worktree include/wx/msw/setup.h"
for example, so we don't really need setup0.h any more and dropping them
makes things simpler.
Due to a momentary lapse of reason, the changes of 99cb097f4d (Install
wx-config as a script, not as a binary program, 2018-08-16) were applied
to the generated Makefile.in file and so were promptly lost during the
next rebake.
Reapply them properly now, by modifying the .bkl file from which this
file is generated.
Note that rebaking now requires bakefile v0.2.12, which adds support for
defining INSTALL_SCRIPT.

Honour user-defined CPPFLAGS when creating rcdefs.h, this notably fixes
generating the file with wrong architecture when cross-compiling from 64
to 32 bits with CPPFLAGS=-m32.

This reverts commit 2a3721bf98 because it
requires further changes in bakefile itself to really work under Mac, where
the build would be broken as soon as configure would be regenerated (which was
forgotten by that commit due to another error, and so the two errors finally
cancelled out).
This port is not used and is not being worked on, so remove it to reduce the
amount of the code which needs to be updated for every global change.
Also remove tests for VisualAge compiler which isn't used since ages.

This undoes the changes of r72205 and r72249 (see #14517) as using relative
paths for wx-config symlink didn't work correctly if non-default values for
$bindir and/or $libdir were used (i.e. if they were not siblings).
Instead, fix the original problem of lack of symlinks when using MinGW
directly: just use "cp -p" if "ln -s" fails. This should work everywhere and
do the right thing.

This keyword is not expanded by Git which means it's not replaced with the
correct revision value in the releases made using git-based scripts and it's
confusing to have lines with unexpanded "$Id$" in the released files. As
expanding them with Git is not that simple (it could be done with git archive
and export-subst attribute) and there are not many benefits in having them in
the first place, just remove all these lines.
If nothing else, this will make an eventual transition to Git simpler.

In an attempt to fix DESTDIR support on platforms without symbolic
links, this commit completely broke the wx-config symlink created by
"make install" everywhere (unless you were insane enough to use
"--prefix=/", that is): $(libdir) is absolute path and so using
../$(libdir) has no chance of working.
Fixed by using `basename $(libdir)`. This is still unsatisfactory,
because it assumes that $(libdir) and $(bindir) are at the same level in
the filesystem -- which, while usually true, is by no means guaranteed.
But at least this works most of the time.

This fixes "make DESTDIR=..." Broken by r71050 but still allows "make
DESTDIR=... install" to work even under MinGW where "ln -s" is mapped to "cp"
and so doesn't work with non-existing first argument.

The company behind MGL toolkit (SciTech) doesn't exist since several years and
this port is not used by anybody, so remove it to ease maintenance burden.

Don't check for windres as bakefile.m4 now does it properly.
Rename MACRESCOMP to POSTLINK_COMMAND.
Rename MACRESWXCONFIG to WXCONFIG_POSTLINK_COMMAND.
Use newest bakefile.m4 (with similar changes).
Add --rezflags option back to wx-config so existing user Makefiles don't break.
