7cae647a44 Change the name of the dir where the message catalogs are installed on 
MSW back to 'locale' and also change back to the full directory
structure including the LC_MESSAGES dir.  The reasons these changes
were orginally made no longer apply

b5c5355ba3 Move the language catalogs install directory on MSW from 'locale' to 
'i18n' to avoid conflict (and an import warning) with the standard
locale.py module.

fc576e8d26 Don't accidentally instal the MSVCRT.dll from XP as it wont' work on 
Win98.  Use a set from CVS instead of from the SYSDIR.

1128a89b82 The setup.py script will now install wxPython's headers as part of the 
standard install.

Moved the bulk of setup.py to wx/build/config.py so 3rd party modules
that wish to use the same setup/configuration code can do so simply by
importing this module form their own setup.py scripts.
