dbf2339a11 BUFFERCHECK will setup the buffer if rawdata is NULL, even if the buffer 
setup flag is set.  TIFFWriteCheck() is now public.

	  Also added notice when LZW compression invoked.
	* Changed default compression in tools to TIFF_PACKBITS, and changed
	  usage description in tools to reflect removal of LZW compression

b1ddede4f2 Added REWRITE_HACK code to support rewriting existing fixed size 
(uncompressed) tiles and strips.  Note that REWRITE_HACK is not
defined by default.

9ec07df122 * Fixed apocalypse-inducing y2k bug in contrib/ras/ras2tiff.c 
*  Did some casts cleaning up to reduce compiler warnings in tif_fax3.c,
	   from Bruce Carmeron <cameron@petris.com> -- modifications of
	   changes made by Frank (sun cc still complained on cast).

	*  Added tiffconf.h to install target per request from Bill
	   Radcliffe <billr@corbis.com>: "We need a way for ImageMagick to
 	   know features have been compiled into the TIFF library in order to
	   handle things properly".
